Mr. Witt served as Director of the Federal Emergency Management Agency (FEMA) and Cabinet Advisor during the administration of President Bill Clinton. He is currently CEO of Witt Associates, a public safety and crisis management consulting firm based in Washington, D.C. Witt Associates provides disaster recovery and mitigation management services to state and local governments, educational institutions, the international community, and corporations - www.wittassociates.com.
Mr. Witt's professional career includes the formation of Witt Construction, a commercial and residential construction company. After 12 years as a successful businessman and community leader, he was elected County Judge for Yell County, serving as the chief elected official for the county, with judicial responsibilities for county and juvenile court.
At age 34, he was the youngest elected county judge in Arkansas, and was later honored for his accomplishments by the National Association of Counties. After being re-elected six times to the position, Mr. Witt was tapped by then-Governor Bill Clinton to assume leadership of the Arkansas Office of Emergency Services (OES). He served as the Director of the Arkansas OES for four years. In April 1993, Mr. Witt was appointed by President Clinton and confirmed by the U.S. Senate as Director of the Federal Emergency Management Agency. In February 1996, President Clinton elevated Mr. Witt to cabinet status, a first for a FEMA Director. As FEMA Director, Mr. Witt coordinated federal disaster relief on behalf of President Clinton, including the response and recovery activities of 28 federal agencies and departments, the American Red Cross, and other volunteer agencies. He also oversaw the National Flood Insurance Program, the U.S. Fire Administration, and other pro-active mitigation activities that reduce loss of life and property from all types of hazards. Mr. Witt directed 2,500 employees located in Washington, D.C. and 10 regional offices.

From 1993 to 2000, Mr. Witt oversaw more than 350 disasters. More importantly, he was responsible for response and recovery operations for some of the most devastating disasters of all time, including the most costly flood disaster in the nation's history, the most costly earthquake, and a dozen damaging hurricanes. As Director of FEMA, Mr. Witt was the visionary and architect of national government programs related to emergency preparedness and mitigation, response, and recovery. In addition to his experience in emergency management at the state and local level, Mr. Witt has expertise integrating community-based disaster management with national emergency management strategy. He initiated Project Impact, the innovative disaster prevention program implemented in over 240 communities to make them disaster-resistant at the local level. Mr. Witt integrated flood mitigation, control, and protection into FEMA's policy. After the devastating Midwest floods of 1993, Mr. Witt pursued an aggressive flood prone property acquisition and relocation program. By purchasing properties that were repeatedly flooded, he saved taxpayers millions of dollars when floods ravaged the same Midwest area again in 1995.
Mr. Witt has been a special advisor to the State of Louisiana, assisting the nation's largest long-term recovery effort in the aftermath of Hurricanes Katrina and Rita.
Mr. Witt has over 25 years of disaster management experience, culminating in his appointment as the Director of FEMA where he served from 1993-2001. In this capacity, he is credited with turning FEMA from an unsuccessful bureaucratic agency to an internationally lauded all-hazards disaster management agency. His leadership abilities have been praised by nationally recognized organizations, including the Council for Excellence in Government, Harvard University's Kennedy School of Government, and the National Association of Broadcasters.

Dr. Spellberg is an Associate Professor of Medicine at the David Geffen School of Medicine at UCLA and the Harbor-UCLA Medical Center. He received his BA in Molecular Cell Biology-Immunology in 1994 from UC Berkeley. He then attended medical school at the Geffen School of Medicine at UCLA, where he received numerous academic honors, including serving as the UCLA AOA Chapter Co-President, and winning the prestigious Stafford Warren award for the top academic performance in his graduating class. Dr. Spellberg completed his Residency in Internal Medicine and subspecialty fellowship in Infectious Diseases at Harbor-UCLA Medical Center, where he received the Department of Medicine Subspecialty Fellow of the Year award.
Dr. Spellberg’s research focuses on using the immune system to prevent and/or treat infections. For the last several years he has worked to develop a vaccine that targets the bacterium Staphylococcus aureus and the fungus Candida, which are the second and third most common causes of bloodstream infections. Dr. Spellberg is also developing genetically engineered white blood cells that recapitulate neutrophil functions and can be used to overcome the technical barriers to neutrophil transfusion therapy for neutropenic infections. He has also worked in close collaboration with Dr. Ashraf Ibrahim to study the use of iron chelation therapy for the lethal infection, mucormycosis.
Dr. Spellberg established the first auditable, peer-reviewed dataset that confirms the decline in new antibiotic development over the last two decades, underscoring the need for development of new immune-based therapies for infections. He has worked with staff members at the Infectious Diseases Society of America (IDSA) to attempt to bring attention to the problems of increasing drug resistance and decreasing new antibiotics.
His dataset regarding new drug development has been a cornerstone of the IDSA’s white paper, Bad Bugs, No Drugs, and has been cited extensively in medical literature and on Capitol Hill. He is a Fellow in the IDSA and joined the IDSA’s Antimicrobial Availability Task Force (AATF) to continue working on this critical problem. As a member of the AATF, he has first-authored a consensus IDSA position paper on the appropriate clinical trial designs for infectious diseases.
Dr. Spellberg is the author of Rising Plague, which he wrote to inform and educate the public about the crisis in antibiotic resistant infections and lack of antibiotic development. He is also the author (along with Carlos Ayala) of the popular Boards and Wards series of medical review books.

Dr. Lindsey Shaw is an Assistant Professor of Molecular Microbiology and Director of Graduate Studies in the Department of Cell Biology, Microbiology, and Molecular Biology at the University of South Florida. His research has focused for more than a decade on the primary human pathogen Staphylococcus aureus, and its drug-resistant variants – MRSA and VRSA.
The two major arms of Dr. Shaw’s research program are firstly to understand the molecular mechanisms of disease causation by MRSA; and secondly, in a collaborative approach with numerous synthetic/medicinal chemists, to identify urgently needed novel antimicrobials to treat MRSA infections. Thus far, Dr. Shaw has received almost $2.0 million dollars in support of these projects from the Federal government via the National Institute of Allergies and Infectious Diseases (NIAID, NIH).
Dr. Shaw earned his BS Honors Degree in Microbiology from the University of East Anglia in the United Kingdom, followed by a Ph.D. in Molecular Microbiology at the University of Sheffield in the United Kingdom. Thereafter he held post-doctoral research positions firstly at the University of Georgia, and then subsequently at the University of Missouri-Columbia. His interest in microbiology, and more specifically in hospital associated infections, began at the age of 13 when he acquired a chronic bone infection following orthopedic surgery.

Dr. Nielsen is a consultant to the Director of Infection Prevention and Control for the North West London NHS Trust in Harrow, United Kingdom, which is responsible for overseeing the operations of St. Marks Hospital, Central Middlesex Hospital, and Northwick Park Hospital. He received his MD from the University of Copenhagen in Denmark in 1974. In 1983, Dr. Nielsen studied at Academie de Lyon, Universite Claude Bernard, Lyon, France, where he received his Etudes Superieures de Biologie Humaine de Pathologie et Immunologie Parasitaires [Advanced studies on parasitic pathology and immunology], and Etudes Speciales de Diagnostic Biologique Parasitaire [Advanced studies on diagnostic parasitology].
He later received his Certificate in Hospital Infection Control from the Nordic School of Public Health in Gothenburg, Sweden in 1985. He continued his studies in Denmark where he became a Specialist of Medical Microbiology in 1986, and completed his Fellowship at Academie de Lyon, University Claude Bernard, Lyon, France. From 1988 until 1990, he was a consultant to the World Health Organization for the Global Program on AIDS, and has also held various clinical and microbiology posts in Denmark. From 1996 to 2004, Dr. Nielsen studied at the London School of Hygiene and Tropical Medicine where he received his Masters in Science degree in Communicable Disease Epidemiology, and his Diploma in Hospital Infection Control.
Dr. Nielsen’s research has primarily focused on Methicillin-Resistant Staphylococcus aureus (MRSA), which was also his topic for his MSc Dissertation. His first success was in the MRSA program at Peterborough Hospitals NHS Trust where he introduced a new concept for isolation – to isolate the wound instead of the patient.
Dr. Nielsen worked as a consultant to the head of Peterborough Hospitals NHS Trust, Consultant and Director to the Peterborough PHL, and as a consultant in Saudi Arabia. His program for the prudent use of broad spectrum antibiotics has saved the NHS Trust about £1.3 million. The antibiotic expenditures in 2002 were down to the same level as they were in 1996. Over the years, his research and development programs have attracted significant external funds, including receiving the PHLS Small Scientific Initiatives Fund twice.
At Northwick Park Hospital, Dr. Nielsen’s priority is to standardize microbiological surveillance of patients and their environment, in order to use routine laboratory results for evidence-based intervention.
In addition to over 50 presentations featuring Dr. Nielsen at national and international conferences, he has also published over 50 papers focused on infection control issues.

On April 19, 2010, Florida Governor Charlie Crist appointed Joe to the Board of Trustees of the University of Central Florida ("UCF"), the fourth largest public university in the United States. This prestigious honor was bestowed upon Joe for his community leadership in education and Joe's devotion to a career of public service as described below. Zimek applauds Governor Crist's appointment of Joe to the UCF Board of Trustees to further UCF's goal of consistently providing progressive academic leadership as one of Florida's great universities.
Before joining Zimek, Joe served as the Vice President of Government Affairs for Empower Software Solutions, a national and privately held payroll technology solution company based in Orlando, Florida. Prior to joining Empower, Joe worked with the Washington D.C. based Public Affairs and Business Consulting firm of Petrizzo Strategic Group, Inc. as a Senior Vice President.
Prior to his private sector roles, Joe served as the Central Florida Regional Director for former Florida United States Senator Mel Martinez. As the Central Florida Regional Director, Joe managed the Orlando (State HQ) Senate Regional Office.
Prior to joining United States Senator Martinez’s staff, Joe served as the Director of External Corporate and Government Affairs for Orange County, Florida. Joe was instrumental in managing all communications with members of the Florida Congressional Delegation, Governor’s Office, Attorney General’s Office, Florida Legislature, Florida Department of Law Enforcement, and the Federal Department of Homeland Security.
Joe also served as a Senior District Aide for Orlando United States Congressman Ric Keller and as the South Florida Finance Director for the 2000 Florida United States Senate Campaign to former Orlando United States Congressman Bill McCollum (current Florida Attorney General). Prior to joining Congressman McCollum’s Senate campaign, Joe worked as a Junior Political Analyst at the Republican National Committee (RNC) in Washington D.C., under former RNC Chairman Jim Nicholson.
Joe continues to be active with the UCF Alumni Association, Central Florida Boy Scout’s Council, Orlando City of Life Foster Youth Organization Board, Westminster Senior Towers Board of Directors, a former Central Florida ’08 Giuliani for President - Finance Committee Member, Orlando Business Chamber Trustee, Metro Orlando Economic Development Commission Investor, and Orlando Hispanic Chamber Member.
Joe is a graduate of the University of Central Florida where he earned his Bachelor’s Degree with a double major in International Relations and Legal Studies. He later attended the University of Miami, where he earned a Master’s Degree in Business Administration. Joe is also a graduate of Leadership Orlando and is fluent in Spanish.
